Where you can barbecue with your own barbecue
Kebabs are one of the most favorite dishes of Russians. They are fried both in winter and summer. And if for owners of private houses and garden plots cooking fried meat does not cause problems, for the rest of the citizens it causes certain difficulties.
On the eve of the summer season, the question of where you can grill kebabs with your own barbecue becomes especially relevant. To avoid problems, you need to find out in advance where barbecue is allowed.

Where is it allowed to barbecue?
At the legislative level, the issue of lighting an open fire is regulated by the “Fire Regulations in the Russian Federation”. They indicate all areas where open fires are allowed:
- On a personal garden plot. At the legislative level, it is not stated anywhere that lighting a fire on your own land is prohibited. But before you start cooking barbecue, you need to make sure that no special regime has been introduced in the area where the garden plot is located. A fire regime is introduced when there is a threat of fire occurring and spreading, for example, during forest fires.
- At special sites. Many parks have special areas where open fires are allowed. Usually they are indicated by the corresponding signs or signs “Installation of a barbecue is permitted.”
- On public land. Provided that there is a special area where it is allowed to install a barbecue.
- In the roadside area. These may be areas along roads and railways.
In what places is it prohibited to light a fire?
Places where it is prohibited to light an open fire are specified in the federal regulation - “Technical Regulations on Fire Safety Requirements.” At the regional level, it is supplemented by the 1994 act “On Fire Safety”. It is in the regional regulations that all specific fire safety standards are spelled out. According to legislation, fires are prohibited in the following places:
- In forests and parks. In the forested area it is prohibited to light an open fire or install a barbecue outside of specially designated areas from spring to autumn.
- In field.
- In a residential area. Fire cannot be lit on roofs, balconies, in the courtyards of residential buildings, or in garages. In other words, within the city limits it is prohibited to light fire anywhere except in specially designated places.
Clause 8 of the “Fire Safety Rules” additionally stipulates the following places where you cannot install a barbecue and fry meat over coals:
- shelterbelt of young coniferous forest;
- peat bogs, burnt areas, areas of damaged coppice;
- plots and other areas for tree felling;
- nature reserves;
- dry grass areas.
Important! At the legislative level, there is no precise indication of the places where you can and cannot grill kebabs. The concept of “barbecue” is also missing. There are only instructions regarding places to start open fires.
Responsibility for violating the ban
Violations of fire safety rules are punishable by penalties. Each of them is spelled out in Article 8.32 of the Code of Administrative Offences. For individuals, the amount of the fine is 1,500-3,000 rubles, for legal entities - from 50,000 to 200,000 rubles.
In addition, if the violation was committed during the fire safety regime, the amount of the penalty increases and amounts to:
- for individuals - from 4000 to 5000 rubles;
- for legal entities - from 300,000 to 500,000 rubles;
- officials will pay from 20,000 to 40,000 rubles.
The fine for lighting a fire in residential areas outside of special areas is:
- for individuals - from 2000 to 3000 rubles. (a warning may be issued instead of a fine);
- for legal entities - 150,000-300,000 rubles;
- officials - 6000-15000 rub.
